Promotion of public paediatrics in Bulgaria

Procedure

 

 

1. The foundation periodically publishes a call for tenders for a donation project. It is sent to heads of paediatric institutions, mainly to heads of children's clinics belonging to the public health care in Bulgaria.

 

2. Applications including concrete proposals of possible objects of donations can be addressed to the foundation by all heads of paediatric institutions, particularly by heads of children's clinics belonging to the public health care in Bulgaria. Privately funded institutions are excluded.


3. Upon expiry of the application period, the foundation decides which application(s) will be taken into consideration. It informs all applicants on the result. 

 

4. In agreement with the head(s) of the paediatric institution(s), whose application(s) is (are) taken into consideration, a decision is taken on the object(s) of the donation(s). All kinds of cash benefits are excluded.


5. Both the respective paediatric institution(s) and the foundation ask for offers for the designated object(s) of the donation(s). Having reviewed and compared all offers, a decision is taken on the offer(s) that are to be accepted, again in agreement between the foundation and the respective paediatric institution(s). The foundation informs all companies having submitted an offer on the result.

 

6. A donation contract in Bulgarian and in German language (or alternatively a single one in English language) is concluded between the foundation and the legal entity (usually a hospital) juridically representing the respective paediatric institution. Upon receipt of the signed contract, the foundation officially places the order for the purchase of the designated object(s) of the donation(s) and its (their) delivery to the respective paediatric institution.


7. On delivery, a handover and receipt protocol is to be signed by the head of the paediatric institution and the representative of the supplying company. The original of this signed protocol is to be sent to the foundation.

 

8. The head of the paediatric institution and two other of its senior staff members (usually senior paediatricians) have to sign a Confirmation of Receipt of the object(s) of the donation(s) in English and to send it to the foundation. The Confirmation of Receipt has to be written on the letterhead of the legal entity (usually a hospital) with which the foundation has concluded the donation contract.
